The CRPD had just become an international law and state parties were expected to review their laws and policies in line with the provisions of the CRPD and have the laws and policies implemented to achieve disability inclusion. But there seemed to be no organization that could offer leadership in engaging government to effectively achieve the expected changes. Even at the time of preparing the first state report on CRPD government could not find someone suitable to lead the process within and outside the disability movement.
The same thing happened during the process of review of the Millennium Development Goals and development of the new world development agenda –SDGs. The disability movement in Uganda needed someone that could provide leadership in this process and could not find one.
