Oscar is a lawyer by training and holds a Bachelor of Laws Degree from Makerere University Kampala and a Post Graduate Diploma in Legal Practice of the Law Development Centre (LDC). He has also done a number of short courses like Post Graduate Certificate in Project Planning and Management (MUK), Post Graduate Certificate in Monitoring and Evaluation (MUK), Post Graduate Certificate in Strategic Planning and Management, Certificate in Disability, Sexuality and Human Rights (DSROI), Certificate in ADR (UMC) among others.

Prior to joining CDLP, he worked with The Supreme Court of Uganda as a Research Assistant; Public Interest Law Clinic (PILAC); Human Rights Awareness and Promotion Forum as the Head of the Disability Rights Project; Action for Youth with Disabilities Uganda (AYDU); Uganda Human Rights Commission; Arcadia Advocates; Musinguzi and Musinguzi Advocates and Solicitors; Kibukamusoke and Tendo Advocates and Legal Consultants, among others.

Oscar has published on a number of topics including disability and human rights. He is passionate about rights of persons with disabilities.
